• TAB 15 <br />HYDROLOGIC MONITORING PROGR AH <br />Introduction <br />A ground end surface water monitoring program has been developed to evaluate and assess <br />the existing ground end surface water system at the Yoas[ Mine. Monitoring at Yoast <br />provides two important aspects of hydrologic data that are essential in determining <br />changes to the environment caused by a coal mine operation. First, [he program provides <br />premining baseline data for comparison to data collected at a future time, and second, <br />monitoring provides during and after mining, data for the determination of potential <br />mining-induced impacts. Monitoring data collected during and following mining is used: <br />1) to evaluate the accuracy of impacts predicted in Tab 17, Probable Hydrologic ~, <br />Consequences; 2) to determine when certain monitors may be discontinued or added where <br />they are needed; and 3) to determine when the frequency, number, and type of parameters I <br />monitored in the program may be changed. Monitoring data are collected and analyzed <br />• following standard procedures described in published literature produced by Federal <br />agencies such as the U.S. Geological Survey (USGS) and the U.S. Environmental Protection <br />Agency (EPA). <br />Seneca Coal Company (SCC) has instituted a new monitoring site number system. That system <br />is detailed in Table 15-1. <br />Baseline Hydrologic Monitoring Program <br />The baseline data collected at Yoast was performed during two separate periods. The USGS <br />(in cooperation with the Bureau of Land Management and Peabody Coal Company) conducted the <br />initial baseline study from July 1980 to October 1983. Peabody Western Coal Company <br />(PUCG) reinstituted baseline monitoring in June 1990 and continues to collect data. Data <br />to the end of 1993 has been included in this Permit Application Package (PAP). Details of <br />each monitoring program are described below. <br /> Data from the USGS study vas originally published in the USGS Open-File Report 82-874. <br />• Since [hat report did not contain all data collected at Yoas[, an additional report was <br /> published later (Open-File Report 90-708).
