Your outline of the sequence of each stage or phase includes scarifying if necessary. It is <br />understood that this scarifying is oY the plant growth medium. The Division recommends [hat the operator commit to <br />ripping the pit floor to a depth of at least 6" - 8" prior to replacing topsoil. This will break t!p <br />the shale and allow for better root and water penetration. This will also provide for some <br />mixing with topsoil to prevent an abrupt hardpan-like barrier in the artificial soil profile. This <br />operation should be very beneficial in helping to establish the grasses quicker and in a thicker <br />stand. Please commit to this chance or provide your plan to deal with having hard shale close <br />to the surface and interfering with plant root growth and water penetration.
