Mr. Michael Boulay
• March 14, 2000
Page 2
apparent signs of any movement at that time. The weather over the
next few days was warm and sunny enough that the majority of the
snowpar~k melted, since this south-facing slope was mostly bare on
the 6t .
Based on discussions we had that morning at the pond site, we
decided that the ground was still to wet to bring any equipment
onto the area of the elide to make any repairs because of safety
concerns and potentially causing additional damage due to the
weight of the equipment. Therefore, the following mitigation
measures were agreed upon by DMG and SCC, to try and prevent any
additional damage to the area and still monitor the elide
activity:
1. Carefully manage and monitor the surface water above the elide
area. The suggestion made was to cut two ditches across the
haul road itself above the elide in the portion of the road
where it veers back to the east going up the hill. That way
any future surface water in the road ditch would be diverted.
to the ditch on the inside road edge. We made an attempt that
afternoon to get a road grader to cut these ditches, but
• snowfall that afternoon prohibited the equipment from getting
over to that portion of Haul Road D. The weather was fine the
next day and SCC was able to get some ditches established to
prevent any water from reaching the slide area.
2. Place some survey stakes on the slide body toe just above the
pond water level to monitor deformation into the pond. This
will allow some method to determine if the pond storage volume
is being substantially reduced. Also, place some survey stakes
at the pond water level to enable water level monitoring
within the pond. This will permit monitoring of available
storage volume in the pond as snow melts in the drainage area.
One line of survey stakes (pink flagging) was placed in the
main body of the slide running the entire length of the slide
on Wednesday. A survey was also conducted showing the extent
of the slide area. The results of that survey are contained in
the daily inspection portion of this discussion in item number
3. A second set of survey stakes (green flagging) was placed
at the toe of the slide on Friday. Several electronic photos
of the slide area were taken that day and forwarded to all
parties concerned on Monday the 13th.
3. The slide body was to be checked daily over the next few days
to ensure that it has in fact stabilized. Once it has
stabilized, the slide should be checked weekly or after any
storm or snowmelt events that could produce substantial
• surface water runoff. Results of these daily inspections are
presented below:
