'~ 1.0 INTRODUCTION <br />• Lodestar Energry, Inc. (Lodestar) is engaged in the operation of an underground mine site <br />associated with Federal Coal Leases C-0]25439, C-0125515, and C-0125516. The leases are <br />situated approximately 20 miles north of Loma, Colorado as shown of Figure 1.1-1. <br />Lodestar proposes to continue activities at the Munger Canyon Mine in the Cameo and <br />Carbonera Coal Seams. Most of the activity will be in leases C-0125515 and C-0125516 but limited <br />activities will also occur in C-0125439. Activities at the McClane Canyon Mine will extract the <br />majority of the coal from C-0125439. All operations will be in accordance with the rules and <br />regulations of the Office of Mined Land Reclamation. <br />Mining activities at the Munger Canyon Site began in 1977 under authority of an exploration <br />permit issued through the USGS. The activities were subsequently permitted through the Colorado <br />Mined Land Reclamation Board and the Federal Office of Surface Mining. A historic account of the <br />activities and permitting efforts is included as Section 1.1. <br />The initial submittal of this application was complicated because there were problems associated <br />with cotiection of baseline data under guidelines, rules and regulations implemented following the <br />• completion of the earthwork to develop the site. An attempt was made to adequately describe and <br />present these conditions pursuant to the regulations promulgated after actual disturbance. <br />The initial field work for this permit application was conducted by the staff of Mountain <br />Minerals, Inc., a division of R. V. Lord and Associates, Inc., Boulder, Colorado with supplemental <br />studies conducted by: <br />Western Resource Development Corporation of Boulder, Colorado -Soils and Vegetation. <br />Geo-Hydro Consulting, Inc. of Denver, Colorado -Groundwater Hydrology <br />Hydro-Triad, Ltd. of Lakewood, Colorado -Surface Water Hydrology <br />Site specific information provided in this document includes: <br />Site Conditions -Environmental Baseline <br />Mining Methods <br />Ancillary Facilities <br />Reclamation Plan <br />Environmental Control Measures. <br />n <br />LJ <br />M° Paee 1-I 10 - 13 -- 00 <br />
