~ ~ <br />NOTICE OF BLASTING SCHEDULE <br />NEW ELK MINE <br />WYOMING FUEL COMPANY <br />The Federal Surface Mine Control and Reclamation Acts of 1977 (Public Law 95-87) <br />requires all coal mines detonating more than the equivalent of five pounds of TNT to <br />publish a schedule of blasting in accordance with the requirements of 30 CFR 715.19. <br />In accordance with these requirements, Wyoming Fuel Company, operators of the <br />New Elk Mine located approximately 30 miles west of Trinidad, hereby provides public <br />notice of the planned blasting schedule for the area described below commencing on the <br />first day of July 1, 1985. <br />AREAS <br />A. Township 335, Range 681V, Section 14: 20 acres in the southern one-half of the <br />southwest quarter of the southeast quarter. <br />B. Township 335, Range 68W, Section 22: 40 acres in the northwest quarter of <br />the northeast quarter. <br />DATES AND TIM1lES <br />Commencing on the first day of July, 1985, blasting will be done in the above areas <br />between the hours of 9:30 am to 11:30 am and 3:00 pm to 5:00 pm daily, Sunday through <br />Saturday. Operational considerations such as equipment breakdowns, temporary changes <br />in delivery schedule, weather, etc., may dictate that blasting not be done on some days. <br />CONTROL OF ACCESS - • <br />The general mining area is identified by appropriate signs on all access roads which <br />designate it as a mining area and restricting entry to authorized personnel only. The <br />permitted area has signs at all entrances reading "Blasting Areas" and explaining blasting <br />warnings is controlled by mine personnel prior to the blast. All areas in which charged <br />holes are awaiting firing will be gaurded, barricaded and posted or flagged against <br />unauthorized entry. <br />AUDIBLE WARNING SIGNALS <br />A series of five tong signals, a period of silence, then another series of five short <br />signals, on either a whistle or horn will be given before each detonation. One long <br />continuous horn or whistle signal will be given for all clear signal. <br />EMERGENCY DETONATIONS <br />Safety considerations may dictate detonations at times other than the above noted <br />time periods. The following conditions are defined in regulation (30 CFR 77) promulgated <br />under the Coal Mine Health and Safety Act of 1969 and 1977 Amendments Mine Safety <br />and Health Acts, shall be cause for detonations under emergency conditions: <br />A Destruction of damaged or deteriorated explosives or detonators in a safe <br />manner. <br />B. Disposal of misfires and(or undetonated explosives. <br /> <br />
