<br /> <br />ENGINEERS <br />822 7TH STREET GREELEY, COLORADO 60631 (303) 356-6362 <br />April 7, 1994 <br />Weid County Department of Planning <br />1400 North 17th Avenue <br />Greeley, CO 80631 <br />RE: Cooley Gravel Company Use by Special Review Permit Application <br />The accompanying application is a request for a Use by Special Review (USR) permit for <br />the extraction of gravel with ancillary uses for concrete and asphalt hatching in the NW <br />1!4 of Section 16, the SE 114 SW 1/4 of Section 9, and a small tract in the E ]!2 NE 114 <br />of Section 17, all in T2N R68W of the 6th Principal Meridian in Weld County, Colorado. <br />The property is owned by Cooley Gravel Company, 3609 South Wadsworth Boulevard, <br />Suite 300, Lakewood, Colorado, 80235. <br />The site is located approximately two miles southwest of the Del Camino development, <br />the intersection of I-25 and Colorado Highway ] 19, and as the vicinity reap indicates, lies <br />adjacent to Boulder Creek. Properties along Boulder Creek in this vicinity have a high <br />commercial value for sand and gravel as seen by the number of gravel mines in the <br />immediate area. The property is presently zoned agricultural which allows sand and gravel <br />extraction under the provisions of a Use by Special Review Permit. This site has been <br />deemed to contain commercial mineral deposits. <br />As stated in the Weld County Comprehensive Plan, the present economy in the front range <br />corridor is causing an increasing demand for sand and gravel extraction in Weld County. <br />Also, no building development is allowed on sites underlain with commercial mineral <br />deposits until extraction of the mineral resources is complete. The proposed mining and <br />reclamation plans are detailed in the enclosed application. <br />The azea was investigated for its potential use as farmland. Due to the relatively thin layer <br />of overburden, much of the water used in irrigation permeates to the gravel situated below <br />and recharges the alluvial aquifer. Table 5 of the USSCS "Soil Survey, Weld County, <br />Southern Part" reveals that crops are seldom grown on this site because the soils are <br />unsuitable for aop production. <br />The applicant proposes safeguards to prevent access to the site during nonworking hours <br />with secure fencing and locked gates.
