Methane Drainage Wells Project Plan
Technical Revision 101; Holes 19-09, 19-10 and 19-11
Page 8 of 14
will be supervised by a project representative of Mountain Coal Company, L.L.C. Any
significant proposed changes in the project after permit approval would be reviewed with
the appropriate regulatory agencies before changes take effect.
Staging areas to be used by the drilling contractor will be used in a manner to minimize
damage to the vegetation. Any surface disturbance to these sites will be re-graded and
seeded to promote rehabilitation.
Access routes will be maintained to accommodate full sized 4X4 pickup trucks, ATVs,
and required drilling equipment, including but not limited to the following: truck
mounted or skid mounted drill rig, air compressors and\or booster, rig-up truck, portable
water tanks, boom truck, utility trailer, drill pipe lay-down rack, crew trucks, geophysical
logging truck and mobile water carriers.
Roads utilized in the project will be maintained with water bars and appropriate
sedimentation controls as required during the drilling phase. A D9 bulldozer or its
equivalent will be used to prepare the road for travel and assist in mobilizing the drill
equipment to the drill sites. Additional equipment expected to be used in opening,
maintaining, and reclamation may include arubber-tired backhoe, rubber tired grader,
roller compactor and atrack-mounted excavator.
Brush removal may occur at the proposed drill sites however, if trees aze encountered,
MCC will remove the trees. Drill site pads of approximately 200 ft. x 200 ft. will be
constructed to accommodate the drill equipment and drill cuttings sump or mud pits.
Drill pads will be constructed only as lazge as necessary.
Topsoil will be stripped, stockpiled, and identified with a sign. Stored topsoil will be
placed in a separate pile; the pile will be located outside of drainages and placed in an
area where it will be protected from wind erosion; signs identifying the pile as "Topsoil"
will be placed so as to prevent unintended contamination, compaction or use for other
than reclamation purposes; alternate sediment controls (slash, silt fence or straw wattles)
will be used; and the pile will be seeded in the first seeding season following its
construction using a seed mix that will stabilize erosion. This topsoil will be used in the
reclamation phase of the program.
Mud pits to accommodate drill cuttings will be constructed with an approximate size of
10'W x 20'L x 13'D. These mud pits will be cut into the fill area of the pad if possible.
As these incised pits are not completely contained in native soil, a safety factor of 1.3 is
required to ensure the stability of the mud pit. A generic geotechnical investigation has
been completed by Greystone Environmental Consultants, Inc. to support the design of
the mud pits placed in fill azeas of the drilling pad. Slip Circle Failure Analysis, a
technique for assessing the stability of slopes and their factor of safety against failure, was
used with the GALENA° Slope Analysis software. Such computations serve as a guide to
determining minimum setback distances from the erosion escarpment of the drilling pad,
which is subject to slipping. This investigation was based on the "worst case" scenario,
