State Highway Access Permit Page s <br />~achment to Permit No. 103039 -Additional Terms and Conditions <br />Drainage to the State Highway tightof--way shall not exceed the historical rate of flow. <br />Discharges to the COOT highway drainage system from facilities authorized for construction through this <br />Access Pemut aze only allowed under the following conditions: <br />1) The dischazge is authorized by a Colorado Dischazge Permit System (COPS) pemrit issued by the Colorado <br />Department of Public Health and Environment (CDPHE); or, <br />2) The discharge is an "allowable non-stonmwater discharge"; or, <br />3) The dischazge has been specifically exempted from COPS permitting by the CDPHB through a letter of <br />permission of other type of written approval. <br />Prohibited dischazges include substances such as paint, automotive fluids, solvents, oils or soaps. <br />41. The Permittee shall install a new I8-inch corrugated culvert with flared end sections. <br />42. Minimum cover for buried utilities shall be 48 inches. <br />• <br /> <br />
