J. E. Stover, a registered engineer, <br />performed the inspection. <br />Rule 4.05.9(14)(a) Such inspections shall be made regularly during construction, upon <br />completion of construction, and at least yearly until removal of the structure or release of the <br />performance bond. <br />The report is a yearly inspection of an existing impoundment. The inspection was made on April <br />5, 2003. <br />Rule 4.05.9(14)(b) The qualified registered professional engineer shall, promptly after each <br />inspection required by 4.05.9(14), provide to the Division, a certified report that the impoundment <br />has been constructed and/or maintained as designed, and in accordance with the approved plan and <br />the applicable regulations. <br />
