Exhibit "D" <br /> Mining Plan <br /> A. General Proposal : <br /> The present natural configuration of the land to be mined <br /> is a cliff containing sand and gravel deposits. There is <br /> virtually no topsoil or overburden in this area, and therefore <br /> no removal will be necessary. We plan to mine the sand and <br /> gravel deposit by digging a pit in the cliff top. We will mine <br /> approximately 200 linear feet at a time in this pit to a maximum <br /> depth of approximately 30-35 feet. Eventually we will cut <br /> outward through the cliff face in Phases I and II, with the <br /> final result that a portion of the face of the cliff will have <br /> been moved back approximately 200 feet from its present location . <br /> The resulting highwall will be sloped with a grade not to <br /> exceed. 2: 1, and the land at the foot of the slope will be <br /> generally level from there to the Stremme & Gates Ditch. The <br /> ditch will be protected at all times, and no sand and gravel <br /> will be mined below the level of the ditch. In Phase III, the <br /> level of the ditch rises almost to the cliff top. In this <br /> phase, gravel will also be mined to a depth of approximately <br /> 30-35 feet in the same manner as in Phases I and II, except <br /> that in Phase III the operator will not cut outward through the <br /> original cliff face. A highwall will be left along the northern <br /> boundary of the area and its southern face will be sloped with <br /> I <br /> ` a grade not to exceed 2 : 1 and treated in the same manner as the <br /> slope on the southern boundary. This northern slope is intended <br /> to protect the Stremme & Gates Ditch. <br /> The sand and gravel deposit is believed to be at least 40- <br /> 50 feet in depth. However, because of the location of the <br /> Stremme & Gates Ditch, which rises from the river at the eastern <br /> end of the property to the cliff top toward the western end of <br />
