<br />-~ <br />SENEC.4 <br />Coal Company <br />Seneca Coal Com <br />RECEIVED <br />OCT 3 12005 <br />Colorado Department of Health <br />WQCD-PE-B2 <br />4300 Cherry Creek Drive South <br />Denver, CO 80246-1530 <br />October 27, 2005 <br />DlNsron of Minerals antl Geobpy <br />RE: Quarterly Discharge Monitoring Report for Permit CO-0000221 <br />Dear Sir or Madam: <br />Pursuant to the quarterly reporting requirements contained in Colorado <br />Discharge Permit CO-0000221 for the Seneca Mine Complex, enclosed find <br />the third quarter 2005 discharge monitoring reports for Points 002 to <br />006 and 008 to 017. In this quarter, no discharges occurred at Points <br />005, 009, 011 and 014. Intermittent discharges occurred at Points 006, <br />008, 010, 013, 015 and 017. Construction of Pond 014 was completed in <br />September 2001, no discharge has occurred yet. <br />Two excursions of effluent limits occurred this quarter. Chronic WET <br />test failures occurred on samples collected July 11 to 15 from outfalls <br />004 and 008. In both cases, the fathead minnow tests failed. <br />Accelerated testing is to be performed at both sites. The discharge <br />pipes at both outfalls (which are surface coal mine sediment ponds) <br />were replaced due to corrosion. <br />The Lethality Concentration with Statistical Difference for the 004 <br />fathead's was 17.3 (IWC = 17.30 . The Lethality Concentration with <br />Statistical Difference for the 008 fathead's was 15~ (IWC = 15~). <br />The 008 culvert was replaced on July 27. Due to the low pond water <br />level, and the fact that the replacement culvert was located several <br />feet above the water level at the time, no discharge occurred in the <br />third quarter after the culvert was replaced. As a result, no <br />accelerated WET tests were performed in the third quarter at this site <br />since there was no discharge. Discharge was first noted at this site <br />on October 12. An accelerated WET test was started then. A second <br />accelerated test was started on October 24. <br />The 004 culvert was replaced on August 2. Since the replacement <br />culvert elevation was a few inches lower than the pervious culvert <br />elevation, the pond was discharging both before and after the <br />replacement. In this case, the culvert replacement did not interfere <br />with the ability to sample. Two accelerated tests were performed on <br />samples collected August 1 to 5 and August 8 to 12.
