~I
4. Facility Areas Subject to Effluent Limitation Guidelines
I
The mine facility area has been designed and constructed to route the majority of surface runoffito
the sediment pond (refer to Mine Site Map). Dischazge from the pond is subject to effluent limitations under
CDPS Permit No. COG-850006. ''
Surface runoff from the three separate loudout lease areas is completely contained by ditches, beans
and sumps, as approved in the DMG permit application. The loadouts have no dischazge points subject Ito
effluent limitation guidelines.
5. Description of Potential Pollutant Sources/ Material Inventorv ;
Potential pollutant sources by definition are sources which may reasonably be expected to add
pollutants to stormwater discharges outside of the area that contributes runoff to outfalls that are subject) ito
effluent limitation guidelines. For the subject mine and loadout sites there are limited small areas where
stormwater runoff is not controlled under effluent limitation guidelines. All such areas are depicted on the
attached maps and are summarized below. ! j
Mine Si[e:
-Trailer and Topsoil Stockpile: Small Area Exemption (SAE)
-Mine Access Road- Lower section j
-Sediment Pond Embankment Outslope
Loadout Sites: , j
-Santa Fe Lease No. 1
-Santa Fe Lease No. 2
-Burlington Northern Lease
i
The only potential pollutants from the above referenced areas are sediments consisting of existing
site soils and fine coal In addition, no significant materials that could result in toxic or hazardous pollutants
are or have been treated, stored or disposed of in these areas. There have been no significant spills for
significant leaks of toxic or hazardous pollutants which have occurred anywhere within the subject facility
areas from three years prior to permit certification to present. Sediment traps, containment ditches; 'straw check-;dams,
and vegetative `cover are primarily used to limit off-site sedimentation.
