• 4.3.5.2 Seedbed Preparation and Mulching <br />Redistributed topsoil that has been stockpiled and substitute soil <br />reconstruction materials will undergo mechanical seedbed preparation. <br />Seedbed preparation on lands reclaimed with substitute soil materials <br />(i.e., previously disturbed with no topsoil available) are the same as for <br />topsoiled lands that are seeded (see 9.4.3). To test volunteer growth <br />under this permit about 50 percent of the area receiving redistributed, <br />livehandled, rotocleared, topsoil will not be seeded and about 50 percent <br />will be seeded using standard practices. Redistributed, livehandled <br />rotocleared, topsoil materials will undergo mechanical seedbed preparation <br />in those cases when they are to be seeded. Activities on redistributed <br />Rotocleared topsoils will be minimized in order to realize maximum growth <br />of volunteer vegetation. <br />The goal of seedbed preparation will be to establish a uniform <br />seedbed that is conducive to the germination and establishment of the <br />permanent seed mixture. Various methods may be used to prepare the uniform <br />seedbed, including, but not limited to, discing, plowing and chaining. <br />Such methods will be employed to break up large clods of soil materials in <br />an effort to ensure optimum soil to seed contact after planting operations <br />• have been conducted. Seedbed preparation methods may be employed either <br />singly or in combination at the discretion of P6M personnel. <br />Salvaged Rotocleared topsoils (livehandled and stockpiled) will not <br />require mulching after they are redistributed due to their high organic <br />matter content. Salvaged non-Rotocleared topsoil and substitute soil <br />reconstruction materials will have mulch applied through either mechanical <br />application or cover cropping. Mechanically applied mulch will consist of <br />either straw, hay or equivalent material and will be applied at a minimum <br />rate of two tons per acre. A Reinco mulcher or other suitable equipment <br />will be used for mechanical application of mulch. The application of <br />straw, hay or other suitable mulch materials may also be accomplished by <br />any other methods deemed suitable by P6M personnel for the mulch material <br />used, and the field situation and conditions under which it will be <br />applied. <br />Cover cropping will be accomplished by planting an annual species <br />that generally is incapable of setting viable seed during the growing <br />season at the mine. The plant species that may be chosen for cover crop <br />mulching purposes include oats, barley, wheat or hybrid sterile rye for <br />spring planting, and/or milo, millet, or winter wheat for summer and fall <br />• planting.
