A ICiger May 23,199b <br />RaUL ROAD CERTIFI .AVON <br />The purpose of this memorandum is to address Cettificatioa of Colowyo's Haul Road Segment A and <br />Segment B. <br />I< is my uadastaaclurg that CDMG rotes Gave changed to require, for aU hmtl roads and stress roads <br />constructed prior to August 1, 1995 a "relevant showing, oa a case by case basis, which may include monitoring <br />data or other evidence" that roads am in campli once with applicable perfom,.vtce standards. <br />As you are aware, Colowyo's haul road was constructed in 1977 and there is no one at Colowyo who <br />can artily the corrstrtrction of the haul road. The revised CDMG reguladan poses a problem because as <br />engiaetr canno# certify construction of a road which he did not witness or supervise. To do so would risk <br />eanceIIadon rff their proliessioaai license. For this reason, it is as possible for the Colowyo hatil road <br />construction to be certified by a P.E.. <br />Iran, ]towever, provide the following qualitative haul road performance certificarioa based in part on 1) <br />the reported 19 year performance history of the structtrre sad 2) based upon toy current observations of the daily <br />performance oftite haul road <br />I am a mining engineer, registered is the State of Cotarado, and experienced in the consfruction and <br />inspection of haul roads. <br />To the best of my knowledge, based upon the available iafotmation regarding the reported, long term 19 <br />year perfarmaaee of CoIawyo's Haul Read and my aagoittg observation of the performance of Calowyo's Hau! <br />Road, I believe there is str&cient qualitative evidence available to suggest thaz the lino!
