Carl Mount <br />FROM: Longmont Soil Conservation District Board /// ~ p~~ <br />SUBJECT: Sand Land,Inc.-Kurtz Ranch Mine Project-Permit #M-99-006 <br />Colorado MLRB 112 Construction Materials Permit Applic. <br />This is a request to review a Construction Materials <br />Regular 112 Operation Reclamation Permit Application. <br />Located in Pt. NE4 29, NW4 and N2 SW4 28 - 4N - 67W <br />South of and adjacent to Hwy 66 and adjacent to WCR 17 <br />on the east and west. <br />Prime Farmland: Soils on the site include sizeable acres of <br />Altvan loam 0-1 % slopes, and Nunn clay loam 0-1% slopes. Both <br />are considered prime agricultural soils when irrigated. These <br />sites are presently irrigated cropland. <br />Water Quality: Proposed mining plan states compliance with water <br />quality requirements of the Colorado Water Quality Control <br />Commission. Applicant states precipitation runoff sources will be <br />both channelled into mining and settling ponds, and in some cases <br />will be intercepted by the Last Chance and Seep Irrigation <br />Ditches. The potential for detrimental impacts to down ditch <br />water users exists from this potential runoff source. <br />Noxious Weed Control: Noxious weed control is not directly <br />mentioned in the provided materials. Applicant should coordinate <br />and seek approval for a noxious weed management plan through the __ <br />Weld Comity 'vegetation I~ianagement Dept.. <br />Soils Limitations: N/A <br />Summary Comments: This proposal further fragments traditional <br />historic agricultural production in the SW part of Weld County. <br />The site's irrigated cropland is primarily prime agricultural <br />land. Also, the sites proximity adjacent to the St. Vrain Creek <br />and the Colorado Dairy near the confluence with the South Platte <br />River creates the potential for major cumulative impacts to the <br />area watershed if the mining and reclamation plan are not <br />carefully implemented. <br />Thank you for the opportunity to comment. <br />CONSERVATION - DEVELOPMENT -SELF-GOVERNMENT <br />
