The inspection was performed by myself, John <br />Effinger III, a registered professional engineer in the State of Colorado since December, <br />1975. I have experience and knowledge in the design and construction of dams, drainage <br />control, hydrology and structwes; including experience in portions of the permitting <br />process of coal mine facilities and permit compliance. <br />The purpose of this inspection and certification was to check for structwal <br />weakness, erosion, other hazardous conditions and identify requved maintenance and to <br />satisfy the requirements of Rule 4.05.6 (13) of the Colorado Mined Land Reclamation <br />Board for Coal Mining. In addition to the on site inspection referenced above, actions <br />taken in preparing this certification included review and discussion of applicable mine <br />maps and state regu]ations with yowself. <br />Said inspection was performed on a warm (80°), mostly sunny Tuesday late <br />morning by myself. Most of the site was traversed with a two wheel drive vehicle with <br />frequent stops and hiking trips around the pond. The following is a statement of my <br />professional observatigns and conclusions from this inspection: <br />The entire pond was examined for structwal weakness, erosion, and other <br />hazardous conditions; none were found. <br />Incised pond with nearly vertical side slopes. <br />Existing water level was approximately 36" deep. <br />
