(Cont'd.) <br />(1) (b) (Cont'd.) <br />The most effective method of coal handling from [he <br />standpoint of air pollution is to keep the coal from <br />ever being exposed [o the outside atmosphere. AC the <br />Orchard Valley Mine, [he coal will be mined, crushed, <br />screened, transported by truck, stored and loaded into <br />Crain cars, all under the most current, best available <br />technology in air quality assurance. At each transfer <br />point in [he mining, crushing and screening process, <br />the coal nmav be sprayed with a water solution [o mini- <br />mize dust. Throughout the silo and loadout area, all <br />transfer points have bag house controls for fugitive <br />dust. <br />On Che mine site, all roads which receive heavies[ <br />traffic are paved so as to reduce fugitive dust. Grav- <br />el roads are watered as necessary Co reduce fugitive <br />dust emissions. A magnesium chloride solution is also <br />applied, as necessary, to gravel roads to suppress <br />dust. <br />• In the train loading operation, coal falls from a chute <br />lowered in the car. This is done to protect the flow <br />of coal from wind flow while loading, which decreases <br />dust emissions. Coal cars are evenly loaded, so little <br />coal protrudes above the edge of the car into the slip- <br />stream of air, thereby reducing airborne coal-dust par- <br />ticulates. Also, the quick opening and closing of the <br />knife gales at [he train loadout creates an intact co- <br />lumnar coal flow which results in less fugitive coal <br />dust. <br />During warm months, the too of each train car of coal <br />is sprayed with a latex material crusting agent (NALCO <br />8820 or an equivalent product) before the train leaves <br />[he loadout Facility. This procedure is nut required <br />in the winter, when the coal freezes creating its own <br />crust. <br />Dust suppression during construction by watering is es- <br />timated to reduce fugitive dust emissions by at least <br />EifCy percent.
