Simpson, P.E. <br />State Engineer <br />This letter is in response to your application for a substitute water supply plan for the Timanth <br />Pit Site. The required fee of $1,343 for the substitute water supply plan has been submitted. <br />The anticipated net depletion for this plan is 67.6 acre-feet peryear. There are 19.1 acres of <br />water surface exposed after December 31,1980. According to the information submitted, no water <br />surface was exposed within the reclamation permit boundary prior to January 1, 1981. <br />You have provided a monthly breakdown of the annual depletions consisting of 47.3 acre- <br />feet ofevaporative toss, 5.9 acre-feet of water lost with mining of up to 200,000 tons of aggregate <br />per year, 3 acre-feet of losses from water used for dust control,1.4 acre-feet of water lost for grave( <br />washing and 10 acre-feet of water used for equipment washing. No phreatophyte Credit has been <br />applied to this plan. No dewatering is proposed at this mining site under the terms of the substitute <br />water supply plan, <br />The proposed source of replacement water for this pit is 3.5 shares out of a total of 64 Box <br />Elder Ditch shares owned by Don Kehn Construction. The 3.5 shares of ditch waterwere historically <br />used to irrigate 242.4 acres on the Timanth Pit property as follows: 70.1 acres com, 20.6 acres <br />alfalfa and 151.7 acres pasture. A historical consumptive use associated with the 3.5 Box Elder <br />Ditch shares was performed for the irrigated acreage based on the modified Blaney-Griddle evapo- <br />transportation model documented in the Irrigation Water Requirement, Technical Release No. 21, <br />and it was determined to be 194.3 acre-feet based on an average delivery to the propertyfrom 1960 <br />through 1989 of 352 acre-feet (after 10% of delivery loss). The irrigation efficiency on the Timanth <br />property was estimated for flood irrigation to be 60%. Currently the 151.7 acres of irrigated pasture <br />has been dried up. The historical consumptive use associated with the 151.7 acres of irrigated <br />pasture was determined to be 121.6 acre-feet. The historical consumptive for the com and alfalfa <br />was limited due to high volume of the irrigation water requirement for the pasture. Therefore the <br />current actual consumptive use for the com and alfalfa (117.2 acre-feet) it was assumed to be <br />higher than the historical consumptive use for the same crops (72.7 acre-feet), thus the net <br />consumptive use credit associated with the 151,7 acre of irrigated pasture dry-up applied to this plan <br />is 77 acre-feet. The 77 acre-feet consumptive use credit will be diverted into an unlined pond <br />created by the mining operation of the Timanth Pit and allowed via infiltration to provide accretions <br />
