[de have some res- <br />ervation about the validity of this allegation. <br />Tenth, the applicant states that flood damage will be reduced by raising <br />the elevation of his land. This is, in part, false. Flood damage to <br />his property may be reduced but flood damage down stream will be increased. <br />The net result will probably be a loss of wildlife habitat, soil, and <br />deterioration of water quality. <br />In summary, many aspects of this application are unclear and need further <br />explanation.
