<br />Exhibit "C" <br />6.3.3 The Mining Plan for the Wet Canyon Gravel Pit is as follows, (please also see map). <br />(a) Specify the estimated dates that mining will commence and end: <br />Present plans aze for mining to start in the 3rd quarter of 2003 after pernilt approval. The 9.90 <br />acre deposit is anticipated to have a life of 15 to 20 years depending upon population growth <br />and the overall demand in this azea. This pit will be used for road base for the local roads that <br />will be needed for the new homes and methane well development in the general area. Also <br />construction aggregates will be sold in the area for private drive-ways, as well as structural fill <br />and other construction activities. <br />(b) The depth of plant growth medium to be salvaged for reclamation will vary with soil <br />types. However it appears that the majority of the topsoil is a Gulnaze soil and the thickness will <br />range from 10 to 16 inches. Therefore the operator will remove this layer of soil and save it for <br />reclamation. Typically the surface is stony sandy loam 3 inches thick and the subsoil is gravelly <br />clay loam and sandy clay loam 12 inches thick Although it is a sandy- loam topsoil i[ is an <br />adequate growth medium. Established topsoil stockpiles will be saved on site and moved only <br />when needed to prepaze the site for seeding. Topsoil stockpiles will be seeded with 7#/ PLS per <br />acre of We"stern Wheatgrass to reduce the chance of erosion. Plant growth stockpiles will be <br />• located separate from other stockpiles (which will be product) out of the way of mine traffic and <br />drainage-ways. The location of plant growth medium stockpiles will be shown on DMG Exhibit <br />"E" ma <br />P• <br />(c)The overburden depth vanes from 10" to 16". Most of this material will used for <br />growth medium and used on the mine site to prepare for seeding. There is no waste rock in this <br />deposit all of the rocks will be sold or used in reclamation therefore no waste rock or overburden <br />piles will be left after reclamation. <br />(d) Present indications are that the deposit that will be mined is 10 to I S feet deep. This is <br />the best estimate at this time as mining goes forwazd it might be more. or less. <br />(e) The major components of the mining operation are limited. Access to the pit will <br />be by an access road constructed on the southeast side of the pit connected to an existing <br />driveway road to the applicanUoperators home which the owner wants left for use upon <br />completion. There will be no office, shop/maintenance facility. The only plant andlor processing <br />facilities could be a portable crusher, and screening and gravel processing equipment production <br />is expected to be less than 70,000 tons per yeaz. Since this is a dry open pit operation there will <br />be no underground openings such as adits or ventilation facilities. The DMG Exhibit "E" map <br />will shows the pertinent details. <br />(f) The permit area is 9.90 acres.
