Mr. David Shelton
December 12, 1983
Page Three
The results of this survey will be submitted to the Division by June 1, 1984.
3. Flows of the springs and seeps will be monitored on a monthly basis for one growing
season (April through October).
4. An assessment of the significance of springs and seeps will be provided to the
Division as part of the additional information require+nents under the Hydrologic
Baseline Studies as outlined in this scope of work.
Ground Water. The Division was unable to make complete findings regarding the
hydrologic consequences of secondary or retreat mining on alluvial aquifer systems
outside the Picketwire Valley because of the lack of information in and adjacent to the
permit areas. More specifically, the Division is interested in defining the presence or
absence of alluvial aquifer systems. If present, Wyoming Fuel Company must define the
depth and horizontal extent of these systems, their water use, quantity and quality. In
addition, Wyoming Fuel Company must provide a discussion of the hydrologic
consequences of secondary or retreat mining on the alluvial aquifers identified.
To fulfill the necessary informational requirements and deficiencies to allow
secondary or retreat mining in Apache, Santistevan and Ciruela Canyons, Wyoming Fuel
Company will condur_t the following hydrologic baseline studies:
1. Wyoming Fuel Company will conduct a water user survey making a reasonable effort
to identify all in use wells, abandoned wells and impoundments within one (1) mile of
the permit areas.
2. If the water bearing strata of wells cannot be determined from the water user
survey Wyoming Fuel Company will examine existing geologic information and
attempt to determine the source of water in wells.
3. If the water user survey and geologic information provide sufficient information to
conclude there are no alluvial aquifer systems in Apache or Santistevan Canyons,
Wyoming Fuel Company will r•aquest the Division to evaluate this data for
concurrence. If the Division concurs with this submittal, no further monitoring of
quantity or quality of alluvial ground water would be necessary in these two
canyons.
4. If the information provided in three (3) above is not conclusive, Wyoming Fuel
Company will complete a well in the alluvium of Santistevan and Apache Canyons.
An existing alluvial well will be used in lieu of drilling a new well if such a well
exists. A well °Hill be completed in the alluvium down gradient from the proposed
waste disposal area in Ciruela Canyon.
