Surface Runoff - Precipitation-induced runoff from an active mining area <br />including runoff from coal storage piles, preparation plants, refuse <br />piles, loadout facilities and other disturbed areas; also precipitation- <br />induced runoff from the revegetating surface of a post-mining area. <br />COVERAGE UNDER THIS PERAlIT: <br />Under this general permit, owners and operators of coal mining facilities may <br />be granted authorization to discharge into Che wagers of the State of Colorado <br />provided the sources of wastewater from Chest faci.licies are Limited co <br />precipitation-induced runoff. <br />This general permit does not cover coal mining facilities with discharges such <br />as mine drainage, a domestic sewage treatment plan[ discharge, spoils spring <br />wastewater, or coal preparation plant water. Discharge permits for these <br />facilities will be issued on an individual basis. <br />The following iisc shows additional criteria which will be used in evaluating <br />whether or not an individual permit may be required instead of a general <br />permit: <br />1. Proximity of the operation to a landfill or mine or mill tailings; <br />2. Evidence of non-compliance under a previous permit for the operation; <br />3. Presence of downstream drinking water intakes; <br />4. Preservation of high quality water; <br />5. Addition of flocculancs (settling agents or chemical additives) to water <br />prior to discharge; <br />6. Use of land application as a means of discharge (ocher Chan for dust <br />control). <br />This permit does not constitute authorit}~ under the provisions of 33 USC 1344 <br />(Section 404 of the Glean [dater Ac [) for any dredging or filling operations. <br />DURATION OF THIS PERMIT <br />This permit is issued for a period of appro:;imacely 5 years. The permictee's <br />authority to discharge under this permit is approved until the expiration dace <br />of the general permit. <br />
