Receivine Water Raton Creek (segment 6b), tributary to the <br />Identification: Purgatoire River, Lower Arkansas River sub- <br />basin, Arkansas River Basin. <br />2. Classification and Antideeradation Review: Segment 6b is classified <br />for the following uses: Use Protected; Recreation, Class 2; Aquatic <br />Life, Class 2, (Cold); Agriculture. Since the classification for <br />segment 66 is use protected, an antidegradation review is not <br />required pursuant to section 3.1.8(1)(b)(iii) of the Basic Standards <br />and Methodologies for Surface Water (reference A). <br />3. Numeric Standards: The standards which have been assigned in <br />accordance with the above classifications can be found in 3.2.0 <br />Classification and Numeric Standards for the Arkansas River Basin (S <br />CCR 1002-B), as amended August 5, 1991. Ic should be noted that <br />this facility does not discharge pollutants which are limited by <br />water quality standards with the exception of pH. <br />B. Receiving Water Data <br />1. Stream Low Flow: Not Applicable; effluent limitations are not flow <br />based. The stream low flow in the previous permit was 0.0 cfs. <br />IV. FACILITY INFORMATION: <br />According to the discharge permit renewal application received in August 1992, <br />this is an underground coal mine facility, where the mining and the coal <br />preparation plant ceased operation in May 1990. All mine portals were sealed <br />in June 1991. Presently, there is no production and a permanent cessation of <br />operations. A11 chemicals have been removed from the site. Partial <br />reclamation of the facility (including demolition and removal of structures) <br />is ongoing at the present. Reclamation co date includes only structure <br />dismantling, removal of supplies and equipment from site, and sealing the mine <br />portals. No areas have been reclaimed that would affect discharge point 001. <br />Regrading of the facility area is expected to commence in the Fall of 1992. <br />According to the permittee, final bond release for the mine site is expected <br />by 2001. The sediment pond (discharge point 001) has received only surface <br />runoff from the disturbed area since June 1991. The sedimentation pond <br />collects surface runoff from the area near the mine. This pond (pond capacity <br />is 2.080 million gallons) has been designed to contain the 10-year, 24-hour <br />precipitation event (equivalent volume is 1.059 million gallons). Since there <br />is now only surface water runoff, and no contribution of mine water, this <br />permit now qualifies for the general coal mining permit (surface runoff only). <br />For any other facility information, refer to the previous rationales for this <br />facility. <br />If discharge of mine water, prep plant water, sanitary water or other non- <br />surface runoff relacerl water becomes necessary, the Permittee will have to <br />request that an individual CDPS permit be drafted prior to the occurrence of <br />such discharge, to replace this general permit. <br />
