Receivine Water Raton Creek (segment 6b), tributary to the Identification: Purgatoire River, Lower Arkansas River sub- basin, Arkansas River Basin. 2. Classification and Antideeradation Review: Segment 6b is classified for the following uses: Use Protected; Recreation, Class 2; Aquatic Life, Class 2, (Cold); Agriculture. Since the classification for segment 66 is use protected, an antidegradation review is not required pursuant to section 3.1.8(1)(b)(iii) of the Basic Standards and Methodologies for Surface Water (reference A). 3. Numeric Standards: The standards which have been assigned in accordance with the above classifications can be found in 3.2.0 Classification and Numeric Standards for the Arkansas River Basin (S CCR 1002-B), as amended August 5, 1991. Ic should be noted that this facility does not discharge pollutants which are limited by water quality standards with the exception of pH. B. Receiving Water Data 1. Stream Low Flow: Not Applicable; effluent limitations are not flow based. The stream low flow in the previous permit was 0.0 cfs. IV. FACILITY INFORMATION: According to the discharge permit renewal application received in August 1992, this is an underground coal mine facility, where the mining and the coal preparation plant ceased operation in May 1990. All mine portals were sealed in June 1991. Presently, there is no production and a permanent cessation of operations. A11 chemicals have been removed from the site. Partial reclamation of the facility (including demolition and removal of structures) is ongoing at the present. Reclamation co date includes only structure dismantling, removal of supplies and equipment from site, and sealing the mine portals. No areas have been reclaimed that would affect discharge point 001. Regrading of the facility area is expected to commence in the Fall of 1992. According to the permittee, final bond release for the mine site is expected by 2001. The sediment pond (discharge point 001) has received only surface runoff from the disturbed area since June 1991. The sedimentation pond collects surface runoff from the area near the mine. This pond (pond capacity is 2.080 million gallons) has been designed to contain the 10-year, 24-hour precipitation event (equivalent volume is 1.059 million gallons). Since there is now only surface water runoff, and no contribution of mine water, this permit now qualifies for the general coal mining permit (surface runoff only). For any other facility information, refer to the previous rationales for this facility. If discharge of mine water, prep plant water, sanitary water or other non- surface runoff relacerl water becomes necessary, the Permittee will have to request that an individual CDPS permit be drafted prior to the occurrence of such discharge, to replace this general permit.
