Box 1430 <br />Palisade, Coloretlo 81526 <br />(970)464-7951 <br />Fax (970)464.71 a1 <br />LICNT USE ROAD I DIVERSION CERTIFICATION <br />Light Use Road I is located on a portion of Powderhom Coal Company's disturbed area to the east of the <br />storage yard on the RSRDA area. The road begins in [he storage yard near the rock dust tank and continues <br />uphill toward a drainage and thence around the rock outcrop before continuing uphill to the field near the <br />Scroggins' house. The road was established in 19?? and there are no records of construction specifications <br />followed. <br />As part of the Permit Revision No. 2 Approval a portion of the road was used to divert the runoff from the <br />100 year 24 hour storm event around the storage yard and down to the storm drain inlet below [he Roadside <br />South Mine conveyor. Runoff is conveyed to the Pond 8 via a buried 6" PVC pipe. <br />The section of Light Use Road I from the water baron the first curve above the gate down to the curve <br />below the gate; the ditch around the curve below the gate down to and around the curve by the rock dust <br />tank and the section of road from the curve at the rock dust tank have been constructed to provide sufficient <br />cross sectional area to be in accordance with all applicable performance standards and design criteria. The <br />road cross slope varies from the 10% design slope. However the ditch on the hillside (low) side of the road <br />has been deepened to provide sufficient cross sectional area to convey the design event. There appears to <br />be sufficient cross slope and/or grade to d'vect the runoff to the storm drain inlet. <br />I William P. Balaz Jr., P. E., have inspected the above section of Light Use Road I and I hereby certify that <br />to the best of my knowledge and belief, the road diversion and ditches have been constructed in accordance <br />with all applicable performance standards and design criteria as stated above. <br />
