Whenever ninety-five (95) <br />percent of either the hydraulic or organic capacity of the treatment <br />works is met, the peraittee shall cammeace construction of the <br />necessary treatment erpmsion. <br />In the case of a municipality, construction may be eosmenced, or <br />building permit issuance may be terminated, until such ccnstruction <br />is initiated, except that building permits may continue to be issued <br />for nay ecnstruction crhich would not have the effect of increasing <br />the input of sewage Co the va:nicipal treatment Works. <br />Within three (3) annths after the date of permit issuance, a flow- <br />measuring device shall be installed to give representative values <br />of effluent volume at some point is the plant circuit, if not already <br />a part of the crastevater plant. <br /> <br />
