Revised March, 1992 <br />• RECLAMATION PLAN <br />The final configuration of the fill is designed to minimize <br />erosion. The final configuration takes into account a number of <br />the components of the Streeter Fill reclamation which have proven <br />successful. The final outslope will not exceed 3h:ly. Drainage <br />benches of at least a 12 foot width will be constructed at <br />approximately 100 foot vertical increments. These drainage benches <br />will direct surface runoff to the east and north into a permanent <br />drainage channel designed to pass safely the runoff from a 100 <br />year, 24 hour precipitation event, see the attached Exhibit 19, <br />I-b West Pit Fill Design for complete details regarding the <br />proposed construction of the fill. <br />Reclamation, specifically topsoil replacement, seeding etc. <br />will be implemented consistent with the Section 2.05 of the permit <br />which have proven to be successful on Streeter Fill and other <br />reclaimed areas at Colowyo. <br />INSPECTION PLAN <br />During construction of the West Pit Fill, Colowyo will provide <br />the following information in certified reports as required by Rule <br />4.09.1(11). <br />• 1. Inspections will be conducted at least quarterly during <br />the construction period and during the following specific <br />construction periods. <br />a. removal of topsoil and organic material <br />b. placement of underdrain system <br />c. installation of surface drain system <br />d. placement of fill material to insure that the <br />largest rocks are reaching the bottom of the dump <br />face and that the formation of voids that adversely <br />affect mass stability are prevented and <br />e. revegetation <br />The purpose of the inspections is two fold. First, to <br />document and certify that the construction plan is being <br />followed. Secondly, during the above phases of the <br />construction, a key emphasis of all inspections will be <br />to implement routine contingencies as situations warrant. <br />For example, perhaps a section of underdrain should be <br />reworked, or the spoil dump raised to provide optimum <br />gravity spoil sorting. Inspections and implementation of <br />contingencies during these critical phases of fill <br />construction will be a routine but very important <br />component of fill inspections. <br /> <br />I a-3 <br />
