Related potential impacts ofmining <br />on neighboring surface and subsurface water rights, and other drainage-related issues. <br />• Mining plan inconsistencies with conditions of Custer County Special Use Permit and <br />explicit recommendations of Colorado Division of Wildlife. <br />• Potential changes in USACE comments regarding CWA 404 permit requirements, <br />due to upcoming field visit (reference: letter dated Mazch 14, 2003 from John Gerstle <br />to Van Truan, Southern Colorado Regulatory Office, USCOE). <br />• Lack of description of source of water for washing and treatment of mined aggregate. <br />• Request for permission to mine and sell topsoil, rather than conservation for mine <br />rehabilitation and reclamation. <br />• Potential water quality impacts of asphalt and concrete processing facilities described <br />in application. <br />
