• Solid Waste Disposal <br />All solid waste (non-coal wastes), e.g., lumber, unusable machinery, and waste building <br />materials, will be temporarily placed in Section 3 of the pit area. At the time backfilling of <br />the C-I pit begins, the solid waste remaining in the dump will be placed in that pit. <br />However, during the interim period between the time waste is first placed there and the <br />time backfilling the C-1 pit begins, a(( wood that can be salvaged or used as home heating <br />fuel will be given to employees of Oakridge. All metals that are not usable will be sold as <br />scrap metal. Any remaining solid waste will be relocated in the C-1 pit and covered with <br />spoil. After this original solid waste dump is disposed of, future solid waste, as described, <br />will be placed d'uectly in the pit concurrently with the backfilling. Solid wastes that are <br />flammable, e.g., paints, grease, oils, cleaning fluids, etc., will be hauled directly to the La <br />Plata County Dump as such waste occurs. OEI may at its sole discretion construct a pit to <br />hold and neutralize solid waste. The pit will be constructed in accordance with the <br />recommendations of the Department of Health and will use the neutralizing agents so <br />recommended by the Department of Health. The pit is expected to be no larger than 25 <br />feet by 25 feet and will be lined with a synthetic impervious material. Berms and barriers <br />will be constructed in accordance with Department of Health and NPDES permit <br />requirements. <br />Mine Openings <br />• There will be no mine openings that require sealing. All exploration holes will be plugged <br />in accordance with 4.07. All water or monitoring wells will be plugged in accordance <br />with 4.07 or transferred to the post-mining surface owner who will be responsible for <br />their maintenance and permitting as necessary. <br />Dry drill holes will have all cuttings backfilled. An expandable plug will be forced into the <br />hole to a depth of ten feet. A standard sack of cement will be mixed with water and <br />poured into the hole. The upper three feet will be filled with soil. Wet drill holes (+1 gpm <br />flow) and monitor wells will be cemented to at least 50 feet above the water-bearing zone <br />or to within ten feet of the surface. The top ten feet will be sealed as described for dry <br />drill holes. <br />Air Quality <br />Air quality control will be accomplished by sprinkling all road, or other affected areas <br />from which fugitive dust will occw with water or hard-surfaced. There will be no stack <br />emissions from coal burning; and coal conveyor, washer plants and crushers will be <br />covered and wetted to prevent coal dust and/or fines from being emitted into the air. <br />Refer to 2.05.6, Mitigation of the Impacts. <br />I• <br />TR08, TRlt (v 1.0) 5-37 Revised 9/97, S/02 <br />
