October 1997 revealed that the seep issues from a sandstone layer below the level of the <br />South Pit and above the level of the Permanently Reclaimed Spoils Area. Flow from this <br />seep enters the road drainage ditch and renters the ground approximately 250 feet below <br />the seep. Native hydrophytic vegetation has grown around the seep and ditch and <br />mitigates any acidic content of the seep prior to reentry into the ground. <br />Explosives and Blasting <br />Currently there are no explosives used or stored on-site. At such time as mining resumes <br />and the need for blasting products is determined, OEI will revise and update the blasting <br />information. <br />Ammonium nitrate prill and dynamite were used during mining. Explosive quantities to be <br />used have been provided in Appendix 5-5. <br />The blasting plan provides for the retention of blasting records (logs) showing: <br />Drilling patterns, column size, number of holes, spacing of holes, and depths (based on <br />professional studies by Mr. Don Howell conducted for the Carbon Junction Mme). <br />• Chazges and packing of holes will be specified. Initially, primacord will be used as the <br />• detonator (fuse) with case primers and/or dynamite until the mining area is enlazged. <br />Thereafter, electric detonation devices will be used with the appropriate timing <br />sequences and detonation controls. <br />At all times, the sequence and timing of firing holes will be controlled and a delay <br />pattern sketch will be made with each blasting incident. <br />Blasting warning signals and access control have been addressed in the blasting plan <br />(Appendix 5-5). <br />No blast monitoring equipment is necessary as the neazest buildings aze in excess of 1,000 <br />feet away. The neazest public building (structure) is in excess of 3,000 feet distant. OEI <br />will restrict the maximum weight of explosives to be detonated in any 8 millisecond period <br />to 2,500 pounds. <br />If pre-blasting surveys aze required, they will be conducted in accordance with current <br />CDMG regulations. <br />If unavoidable hazardous conditions occur, (e.g., electrical storms, misfires, personnel <br />sickness or injury, equipment breakdown), appropriate actions will be taken in accordance <br />with all applicable parts of the regulations. <br /> <br />TR08, Tlill(v1.0) 5.20 Revised 9/97, 08/02 <br />
