Kashinski / <br />Field Solicitor, Denver ~~Q <br />SUBJECT: Somerset Mine Mining Plan; Somerset Mining Company; <br />Delta and Gunnison Counties, Colorado; Federal Lease <br />No. COC-53510 <br />This office has reviewed the mining plan decision package for the <br />Somerset Mine in Delta and Gunnison Counties, Colorado. This is <br />a new mining plan for an underground coal mine. The applicant, <br />Somerset Mining Company, proposes to mine about 10,000,000 tons <br />of Federal caa2 within 1,340 acres of Federal lease No. COC- <br />53510. <br />The Secretary of_ the Interior and the State of Colorado have <br />entered into a cooperative agreement which delegates to the <br />State permitting responsibility for operations on Federal lands <br />pursuant to § 523 of SMCRA. Pursuant to the Colorado State <br />Program and the cooperative agreement, the State made findings <br />for approval of the permit application package on September 25, <br />1992. <br />The decision package include9 proposed memoranda from the <br />Assistant Director, Western Support Center, to the Director of <br />OSM, and from the Director to the Assistant Secretary, Land and <br />Minerals Managemertt, which recommend approval of the mining plan <br />modification. <br />We find that any issues raised during review of the decision <br />package have been resolved and that approval of the mining plan <br />modification is consistent with applicable law. <br />
