Section 771.23 (e) Continued. <br />• a small operator's exemption) and prior to the approval of the <br />applicable regulatory program; <br />(iv) After the estimated date of issuance of a permit by the regula- <br />tory authority. <br />All maps submitted with this application are, to the extent <br />possible, presented in a consolidated format and include the <br />information that is set forth on topographic maps of the U. S. <br />Geological Survey of the 1:24,000 scale series. Maps showing <br />the actual mining areas have a scale of 1:6,000 (1 inch=500 feet). <br />ltao other scales: 1:12,000 (1 inch=1000 feet) and 1:24,000 <br />(1 inch=2000 feet) are used occasionally. All maps clearly show <br />the lands and waters within the mine plan area. <br />In addition, all maps and plans submitted with this application <br />differentiate between the phases during which surface coal <br />• mining operations were or will be conducted. Distinctions are <br />clearly shown for the mine plan area in which the following <br />chronology of coal mining occurred: <br />(1) Area mined prior to August 3, 1977; <br />(2) Area mined after August 3, 1977, and prior to <br />r~ y 3, 1978; <br />(3) Area mined after Ply 3, 1978, and prior to <br />September 1, 1979; and <br />(4) Area to be mined after September 1, 1979. <br />Section 771.25 Permit Fees <br />Each application for a surface coal mining and reclamation permit pur- <br />suant to a regulatory program shall be accompanied by a fee determined <br />by the regulatory authority. Such fee may be less than, but shall not <br />exceed, the actual or anticipated cost of reviewing, administering, and <br />enforcing the permit. The regulatory authority may develop procedures <br />• to allow the fee to be paid over the term of the permit. <br />771-15 <br />
