Not <br />being an ideal medium for deep-rooted grasses, I am concerned <br />about mining down to this layer and then backfilling it with <br />an insufficient thickness of overburden, before topsoiling. <br />What is the expected depth of replaced overburden, and/or any <br />special steps taken to insure adequate revegetation at these <br />areas? <br />7. Exhibit E states that this pit will be covered by the Brick <br />Institute of America Group 8tormwater Discharge Permit #1024. <br />Please provide evidence that this site is indeed covered under <br />this group permit. <br />8. Given that the above-mentioned permit is acceptable, the <br />Division will not require evidence of an individual pit <br />stormwater permit from CDOH. Regardless, the Division must <br />see the stormwater Management Plan. This is important <br />inasmuch as Exhibit E says there will be no earth dams and the <br />grading of the pit floor will facilitate positive drainage <br />toward Bracket Creek. Attention should be given in such plan <br />to situations involving heavy storm events, fuel or lubricant <br />storage and spills, etc. Also, based on local well data, <br />please state what the approximate depth to groundwater is. <br />9. Text in Exhibit E touches on Phases I, II and III. Please <br />provide more specific information on Phases II and III, <br />especially in regard to actual locations and timing of <br />activities. As mentioned above, this information should be <br />reflected on the mining map. <br />10. Exhibit F, the Reclamation Map, needs to show information on <br />the applicant's best projection of the extent of necessary <br />reclamation, final contours, site drainage, stockpile <br />locations, etc., for Phase II and III. <br />11. Exhibit G states that the applicant has covered this <br />operation's need for acquiring or applying for a NPDES permit <br />through a Brick Institute of America Group stormwater <br />Discharge Permit #1024. Does this mean that the pit would <br />otherwise require a NPDES permit? <br />12. The reclamation costs in Exhibit L should reflect any <br />mobilization/demobilization of equipment. The figures I <br />calculate will include them, since the bond must cover outside <br />contracting of reclamation. I recognize that the applicant <br />can reclaim less expensively during mining, with on-site <br />equipment, than can a contractor. <br />
