For a single landowner to submit a solitary plan for ne area <br />of exposure can be a burden, but not an insurmountable one. <br />For the OSE, it is Iwa a problem of multiplicity. What in nat re is a <br />continuous stream is administratively determined by fragments, with th sum of <br />diverse individual circumstances comprising the whole, often wholly a art from <br />each other. <br />What happens however when the landowner shares the OSE's b rden of <br />multiplicity, by affecting diverse portions of the same stream or system, equiring <br />multiple submitta{s?
