<br />Legislative Declaration in <br />Section 34-32.5-102 of The Colorado Land Reclamation Act for the <br />Construction Materials <br />States That: <br />(1) It is declared to be the policy of this state that the extraction of <br />materials and the reclamation of land affected by such extract <br />necessary and proper activities.
