Long <br />Division Doeao~ <br />Our Mined Land Reclamation Hoard has asked that the Division staff <br />report to them, for each Designated Mining Operation in the State, <br />whether the operator is in compliance with environmental monitoring and <br />reporting requirements contained in the approved permit. <br />After reviewing the file for the Incas Mine, in particular the results <br />of the review for amendment no. AM-002 and the annual reports, it <br />appears that the required surface and groundwater sampling of surface <br />water and groundwater is not being done for the required 5 quarters as <br />agreed to in the review documents. To date, the annual report file <br />contains only one set of surface and groundwater samples, collected on <br />7/31/95. Please refer to item 5 of your February 25, 1995 letter to <br />the Division regarding the agreed to sampling frequency. It is <br />essential that 5 quarters of baseline hydrology data be taken prior to <br />processing and disposal of ore, and that subsequent to establishing <br />baseline (unaffected) values, an ongoing semi-annual or perhaps annual <br />monitoring plan be put in place to verify that mining activities are <br />not adversely affecting surface or groundwater quality. <br />Aa the amendment was approved in March of 1995, quarterly surface and <br />groundwater samples should have been taken and the results of the lab <br />analyses provided to the Division in the October, 1995 annual report <br />for the second and third quarters of 1995. It appears that we have <br />only received analyses for the third quarter. Since it was agreed that <br />samples were needed for 5 quarters, spaced 3 months apart and for the <br />specific sampling parameters agreed to during the review, it is <br />essential that additional sampling work be undertaken ae soon as <br />possible, weather permitting, to complete the baseline monitoring <br />requirement. Sampling results for an additional 4 quarters is needed, <br />with the results provided in the 1996 annual report submittal. <br />1 <br />
