September 30, 1977 in connection with the application for hermit filed by this company. We are unable to forward the required bond in the amount of 510,500.00 because at the, pre.~ent time the bond ing companies have refused to underwrite this bond without extraordinary or exorbitant security demands being made uyon the operator. In this respect we request additional time in which to contact other companies or in which to receive a letter of credit from one of the local banks in Lieu of the bond. We realize your letter states that an acceptable surety must be submitted no later than October 31, 1977, however r3uring the thirty days since the consent agreement and your letter had peen forwarded to Hart Rok Redi Mixt Concrete, Inc., the company has made a concerted effort in obtaining a surety, all of which has been without success except for one or two companies which will require a rn ~,h collateral of the total bond amount in order to underwrite Che Lend.
