Box 591 <br />Somerset, Colorado 81434 <br />Re: Water Level Measurements at Wilcox Reservoir on Jumbo Mountain; <br />West Elk Mine; Permit No. C-80-007 <br />Dear Ms. Johnston: <br />The purpose of this letter is to follow up on the Division's request to have Mountain Coal <br />Company (MCC) begin obtaining water level measurements at the Wilcox Reservoir on <br />Jumbo Mountain. The initial request was in response to a citizen complaint that the level <br />of water in the reservoir had been effected by MCC's nearby mining activities. Requested <br />information included positively identifying the reservoir in the permit document and <br />providing water level information along with the routine monitoring parameters. <br />After careful review of MCC's response to the Division's request, the Division agrees with <br />MCC in that the collection of water level in stockponds/reservoirs may not yield meaningful <br />data to substantiate the potential effects of mining on water quantity in ponds. The current <br />approved monitoring program for Wilcox Reservoir should suffice for providing the <br />necessary data to assess potential water quantity effects on the reservoir due to subsidence <br />or other mining related activities. <br />In response to Mountain Coal Company's (MCC's) letter dated September 19, 1996 <br />concerning inventoried stockponds on Jumbo Mountain, the Division has the following <br />comments and/or recommendations. <br />1. According to the approved monitoring program the Station (6) Wilcox Reservoir (G- <br />38, decreed Spring # 14) should be monitored for water level/flow measurements and <br />field parameters three times per year and water quality measurements annually. To <br />ensure compliance, the Division recommends that all of the required parameters be <br />collected and clearly reported.
