COLORADO DEPARTMENT OF HEALTH, Water Quality Control Division <br />Rationale - Page 9. Permit No. CO-0027146 <br />V. PERFORMANCE HISTORY <br />B. Compliance with Terms and Conditions of Previous Permit <br />A review of the information available to the Division, has shown no <br />compliance problems with the previous permit. The results in Table <br />V-4 and V-7 that exceeded the referenced limitations were due co <br />precipitation. The permitcee applied for and was granted exemptions <br />from the primary limitations in both cases. This resulted in no <br />,~ violations of the permit. <br />This facility is subject to the Regulations for Implementation of <br />the Colorado River Salinity Standards Through the Colorado Discharge <br />Permit Program, (3.10.0) which state chat the salt load from any <br />industrial facility shall not exceed one con per day or 350 tans per <br />year, whichever is less. The loading from the two continuous <br />discharges from this facility is summarized in Table V-8. The <br />loadings from the few discharges from surface runoff oucfalls are <br />relatively insignificant and are not included here. <br />Table V-8 -- Salinity Loading <br />Outfall Average TDS Concentration Average Flow Average Loading <br />CO1 771 mg/1 0.0520 KGD 334 lb/day <br />004 1,836 mg/1 0.1471 MGD 2,252 1b/day <br />Total Loading -2,586 lb/day <br />The total loading shown in tic table is 3reacer than one con per <br />day. Factoring in the absence of discharge for one calendar quarter <br />per outfall for the period reviewed in this section (discharge was <br />reported for 11 of the 12 quarters summarized for each outfall), <br />this represents approximately 432 tons per year from this facility. <br />Permit requirements resulting from this exceedence shall be <br />explained in section VI.C.2. of this rationale. <br />VI. TERMS AND CONDITIONS OF PERMIT <br />A. Effluent Limicacions <br />In developing suitable effluent Limitations, the Division must <br />review all applicable standards and r=_gulacions and apply chat which <br />is more stringent. This re~~iew includes, but is not limited co, the <br />water quality standard based effluent limitations, federal <br />guidelines and standards (40 CFR Subchapter N) and Scace Effluent <br />Regulations (10.1.0). Such a review has been done for this <br />facility. The following Limicacions will apply and are discussed <br />below. <br />
