• Nucla Mine <br />Montrose County, Colorado <br />Vegetation Baseline Studies <br />Tab 10 <br />General Introduction <br />Tab 10, Vegetation Baseline Studies for Nucla Mine contains reports of vegetation baseline <br />investigations conducted by Mari ah Associates in 1979 (Addendum 10-1), Western Resource <br />Development Corp, in 1986 (Addendum 10-2), and Peabody Coal Company in 1987 (Addendum <br />10-3 ). <br />Vegetation baseline investigations were conducted by Ma ri ah Associates for inclusion in a <br />permit application submitted in April t980 and approved in May 1983 as Permit No. <br />C-008-81. Exhibit 10-1 "Premining Vegetation Types" identifies the areas encompassed by <br />these investigations. <br />• In July of 1986, Western Resource Development Corp. conducted vegetation baseline <br />investigations for an area encompassing proposed Mining Areas 2 and 3 in the SE>vNEk of <br />Section 26 (T47N, R76W) and the SWIyNW>a of Section 31 (T46N, R15W). Exhibit 12-2 <br />"Operations Plan" details Mining Areas 2 and 3 and Figure 1 of the Western Resource <br />Development Corp. report identifies the study areas. While these mining areas are <br />Located within the current permit area boundary, only cursory reconnaissance type <br />vegetation surveys had previously been conducted in this area because mining related <br />disturbances occurred prior to implementation of SMCRA and the Colorado Permanent <br />Regulatory Program. The 1986 Baseline Study requirements, including methods and <br />parameters, were developed in consultation with the CMLRD in May of 1986. <br />Vegetation baseline studies were conducted on properties associated with Nucla East mine <br />expansion to the current operational Nucla Mine as well as a larger study area (Exhibit <br />10-2). These baseline studies were conducted during the 1987 field season and primarily <br />involved Peabody personnel. Preparation of a detailed species list and evaluations for <br />the potential occurrence of rare, threatened, or endangered plant species were conducted <br />. by Dr. David Buckner of ESCO Associates, Inc. Methodologies for the Nucla East baseline <br />study were developed in consultation with CMLRD (Addendum 10-3, Pages 10-7 to 10-8). <br />10-1 Revised 04/11/88 <br />
