It is our understanding that the last, and final public notice of the proposed application <br />was published in the Sky High News November 30, zoo6. We acknowledge that the proposed <br />application is within the Town of Granby limits, so our comments will pertain to those potential <br />secondary impacts to unincorporated Grand County. <br />The Grand County Master Plan targets development to designate growth areas around existing <br />towns, and establishes a joint development review for all project application within a three (3) <br />mile radius. Your office has complied by including Grand County as a reviewing agency. We <br />offer the following comment reviewed under compliance with the Grand County Master Plan. <br />COMPLIANCE WITH THE GRAND COUNTY MASTER PLAN: Staff has reviewed, and <br />provided comments per the Grand County Master Plan. <br />Maintaining open space and wildl{fe habitat: The proposed operation is located within <br />the Town of Granby boundary. Limited information has been provided on this subject. Staff <br />assumes that other agencies will provide comment with regards to these impacts. <br />Improving the quality of new development and minimizing its impact: The <br />proposed operation will provide quality building products that will serve construction located <br />within and outside the Town of Granby's town limits. Staff assumes that allowed use, site <br />specific operational issues, and potential off site impacts will be reviewed by the Town of <br />Granby's staff since the entire site is surrounded by town property. <br />The Town of Granby is an active member of the East Grand Water Quality Board; staff assumes <br />that their staff will address soil erosion/sedimentation control, revegetation and storm water <br />management as part of their review. <br />Ensuring that new development is served by adequate infrastructure. The permit <br />application does not specify a truck access/egress route or traffic anticipated; without specific <br />information, it is difficult to assess the overall impact. However, there are several potential <br />routes that the applicant could utilize. One route, CR 894 to U.S. Highway 4o through the <br />SilverSage Subdivision, is a Grand County maintained public right-of-way. The permittee must <br />
