<br />EXHIBIT "E" <br />RECLAMATION PLAN <br />The reclamation will be consistent with the plans developed by E1 <br />Paso County SCS, Fort Carson and the applicant. (See Ken Lair re- <br />port in Exhibits I & J. <br />The mining areas will be in the rock outcrop portion of the site. <br />As stated in the SCS report "Average depth of good quality, fri- <br />able topsoil at the proposed pit site may average less than two <br />inches". Any topsoil present will be saved and stockpiled in an <br />easily accessible area. If topsoil stockpiles are to be left for <br />more than 1 growing season, they will be seeded with 6.0# PLS/A of <br />Western Wheatgrass to preserve the integrity of the material. <br />The basic plan developed by the above named parties is as follows: <br />1. Backslope finished at 3H:1V or less, except that "the final <br />• forward faces of Phases 2,4,& 6 will be left as vertical <br />faces, which is typical of the surrounding topography" as <br />described in the Mining Plan, Exhibit "D". <br />2. Available topsoil will be replaced on backslopes and pit floor <br />at a depth of 0" - 6",averaging less than 2". The applicant <br />is not proposing to import topsoil. <br />3. The seedbed will be prepared as per SCS recommendations. <br />4. Fertilizer proposed is 40# available N&PlA. A soils analysis <br />will be performed before fertilization and these amounts <br />could change. Fort Carson is requesting that the fertilizer <br />be applied 1 year after seeding, since they have had better <br />results with this method. <br />5.
