EXHIBIT "E" RECLAMATION PLAN The reclamation will be consistent with the plans developed by E1 Paso County SCS, Fort Carson and the applicant. (See Ken Lair re- port in Exhibits I & J. The mining areas will be in the rock outcrop portion of the site. As stated in the SCS report "Average depth of good quality, fri- able topsoil at the proposed pit site may average less than two inches". Any topsoil present will be saved and stockpiled in an easily accessible area. If topsoil stockpiles are to be left for more than 1 growing season, they will be seeded with 6.0# PLS/A of Western Wheatgrass to preserve the integrity of the material. The basic plan developed by the above named parties is as follows: 1. Backslope finished at 3H:1V or less, except that "the final • forward faces of Phases 2,4,& 6 will be left as vertical faces, which is typical of the surrounding topography" as described in the Mining Plan, Exhibit "D". 2. Available topsoil will be replaced on backslopes and pit floor at a depth of 0" - 6",averaging less than 2". The applicant is not proposing to import topsoil. 3. The seedbed will be prepared as per SCS recommendations. 4. Fertilizer proposed is 40# available N&PlA. A soils analysis will be performed before fertilization and these amounts could change. Fort Carson is requesting that the fertilizer be applied 1 year after seeding, since they have had better results with this method. 5. Seed with agreed upon species and ratio.
