a very good job of regulating activity related to construction. In discussing this
application with the planning department however, staff felt that keeping a restriction to
tons sold would continue to be a good idea. (Please note that there are pits in Routt
County with no restrictions ie. the buckles Hogue Pit, Connell Thompson, Connell
Camiletti, Routt County Pits, Redmond pit). This is an important point to keep in mind
with regard to our preference of no restriction. In any case, if a restriction is necessary,
we would accept a restriction at S~Q,000 tons per calendaz year. We feel this is a realistic
tonnage based on the economy, the realities of our short construction season and other
competitive gravel operations. We have shown that we can operate safely and with no
adverse impact at this level. Also note that a production level of 66,890 tons per month
for 12 months would be 802,680 tons. Our construction season in reality for high gravel
demand is 7 months. This would equate, with this example tonnage, to 468,230 tons. At
this time however, Precision Excavating Inc._is likely to contract with TCC to supply
approximately 80,000 tons per yeaz of sand and rock for concrete production not
previously supplied by our company. This places us at the new tonnage of 550,000. This
tonnage restriction is a fair compromise to, supply and demand with no restriction.
Finally, any type of constraint impacts cost, whether it's a cost to Precision or the
consumer. For example, if we can't sell when someone else can, pricing may increase.
Lower tonnage higher operating cost etc.. Additionally, consumers' cost of gravel,
including residential cost, typically increases when competition is reduced. Keeping as
efficient as possible in Routt Countys'economy helps everyone with the cost of living in
Routt County.
In summary, Precision Excavating Inc. has proven our ability to effectively manage
gravel mining and sales at the Camilletti Milner Pit #2 without detrimental effects to the
immediate community and public at large. We would respectfully ask for a favorable
response to our request to amend specific condition # 3 and allow a tonnage increase to
550,000 ton per calendar year.
Sincerely,
~~~~.
C~
David S. Zehner
Precision Excavating Inc.
