D. <br />Executive Director <br />Certified Mail No. P03 827°242 <br />Re: Violation of Permit Limitation s,l:PDES Permit No. 00-0027154, Routt County. <br />Dear Mr. Larson: <br />• <br />lle are in receipt of the "Discharge 1onitoring Reports" covering discharge <br />points 1 thru 14, as referenced in your NPDES permit. These reports are <br />for [he reporting period 4-1-79 to 7-1-79. 4Je also received, with the re- <br />ports, a copy of a letter dated May 25, 1979, and signed by Mr. David Arkell. <br />In Mr. Arkell's letter he reports exceptions to permit limitations for Total <br />Suspended Solids for several of the sedimentation ponds, specifically ponds <br />No. 1, 3, 4, 11, 12 and 13. Mr. Arkell states that in all cases, with the <br />exception of Plo. 12 pond, the Total Suspended Solids exceptions were due to <br />excessive snow melt and runoff which did exceed a 10-year, 24-hour rainfatl <br />event. This is, as your permit states, an acceptable reason for these ex- <br />ceptions, however since the violation at flo. 12 pond was not for these sane <br />reasons, we ask you to provide the following information to this Division <br />in writing within ten (10) days after receipt of [his letter. <br />1. The exact cause of pehmit violation of Total Suspended Solids <br />limitations from pond No. 12. <br />2. What immediate action was or will .be taken to prevent a <br />recurrence of the violation. <br />3. lihat factors will be used to determine the necessity of <br />reconstructing the sedimentation ponds. (M r. Arkell states <br />in his letter, "Pond No. 12, and any other ponds when <br />necessary, will be reconstructed and maintained to contain <br />the calculated runoff from a 10-year/24-hour rainfall <br />event.") <br />4. Detailed plans of any reconstruction work completed, in <br />progress or planned. <br />5.
