Dear Mr. Martin:
Please find attached a copy of the Division's initial estimate for final reclamation costs for the above
referenced application. Based on the Reclamation Plan, staff feels a worse case scenario would be the
following:
1) Phase 1 is to remain open until the final phases of reclamation because overburden from Phase 5 is
needed to achieve the final elevation of the backfill.
2) Phase 2 would probable be ready for final reclamation and
3) Phase 5 would be disturbed at least to the point of moving overburden to Phase 1.
Based on this assumption staff set up the tasks to achieve the final elevation in Phase 1, re-soil all slopes
and pit floors, seed slopes with approved seed mix and establish a crop of alfalfa within the pit floors in
Phases 1,2 and 5. Also note, that because all overburden is committed to the backfill of Phase 1, the entire
site will have to be ripped to a depth of two feet prior to topsoil placement to ensure proper water and root
infiltration.
This estimate is an initial calculation. Staff fully expects the applicant and consultant to review the estimate
and suggest changes, revisions or clarifications. Because the Decision Date is 10 working days out, staff
will need the applicant's response to the estimate no later than 9/29/03 to make adjustments to the final
numbers. If possible, sooner would be better.
