The basis of the following plan was formulated
in meetings with surface operations personnel in the time period
following the spill-over of Pond No. 2 in late December, 1988.
In addition, their requests prompted the design of the enclosed
Surface Water System Schematic. The minor revision request is
also intended to satisfy the required abatement of Step No. 3 of
Notice of Violation No. C-89-001.
Attached to this letter are three (3) copies of an application
form for a revision, a Surface Water Handling Plan and Surface
Water System Schematic. The approved Plan and Schematic are to
be inserted at the end of Section 2.05.3, Operations Plan, Volume
4, of the applicant's approved permit application
EFCI anticipates that the enclosed revision, upon review and
training with the surface operators, will eliminate the potential
of future spills from Pond No. 2. The necessary training and
posting of the Water Handling Plan at the surface facilities is
intended to abate the required Step No. 4 of Notice of Violation
No. C-89-001.
~;`. za?_
.icy ~.T'
