• Southfield Mine Minor Revision Request No. 10 -South fan Installation • 12 <br />installation of the fan housing, EFCI may construct block walls, install a <br />culvert structure or steel netting and construct other protective structures <br />at the portal opening. <br />Extend Existing Powerline to the Site <br />When the Monarch No. 4 Mine ceased operations in the 1940's, Southern <br />Colorado Power Company (SCPC) removed the transformers and one <br />section of line. The rest of the transmission line was left in-place and can <br />be used as the power supply for the proposed fan installation. EFCI has <br />contacted SCPC and requested that they extend the existing power <br />transmission line to the proposed fan installation. This will involve <br />placement of 3 new line poles, and installation of three transformers, a <br />single power supply cable and related powerline components. Additional <br />line poles will not require "raptor-proof" crossarm design since a single <br />shielded power supply cable will be utilized. The additional poles will be <br />located as shown on the South Mine Fan Installation Map, (Map 30). <br />Surface disturbance will be minimized during powerline construction to the <br />extent possible and surface vegetation will be preserved or reestablished <br />through seeding and mulching of disturbance sites. <br />Establish Road Erosion Control and Block Access <br />The powerline access road and the unimproved road located adjacent and <br />to the east of the proposed excess cut material stockpile are existing <br />disturbance features established in conjunction with previous mining <br />operations.
