Revised, Otober 14, 1996 <br />A strict speed control will be implemented for all roads to control <br />dust and to provide for safe operation of the equipment. Speed <br />limits have been set to 45 mph in the pit and 45 mph on the paved <br />haul roads for all haulage equipment. <br />Most haul road embankment slopes and adjacent areas have been <br />mechanically stabilized and seeded with a mixture shown in Table 7, <br />Reclamation Seed Mixture. Mechanical stabilization has consisted <br />of furrowing, chiseling, "cat tracking" and mulch, depending on <br />accessibility to the slopes. <br />No travel of unauthorized vehicles will be allowed on anything <br />other than established roads. All overburden haulage equipment <br />will be restricted only to appropriate roads. <br />Colowyo does not plan to cover any of the haul trucks because the <br />roundtrip between the coal crushing facility and the active mining <br />area will be relatively short, and the loaded trucks will be moving <br />slowly. Also, care will be taken by the front-end loader or shovel <br />operators not to overfill any of the haul trucks so as to cause <br />excessive fugitive dust. <br />Coal Crushing Facilitx <br />Coal will be hauled from the various mining areas in haulage trucks <br />to the primary crusher facility as shown on the Existing Structures <br />- South Map (Map 22). Following primary crushing, the coal is <br />hauled to the Gossard Loadout facility, as shown on the Existing <br />Structures - North Map (Map 21). <br />The coal crushing and conveying operations at the primary crusher <br />and the Gossard Loadout have been equipped with a water spraying <br />system at all coal transfer points. A four-sided enclosure bas . <br />been installed on the truck dump at the primary crusher to prevent <br />excessive dust emissions. The secondary crusher at the Gossard <br />Loadout has a bag house to control coal dust emissions. A stacking <br />tube with metal doors is also used to minimize coal dust emissions <br />at the 100,000 ton crushed coal stockpile. The air quality control <br /> <br />
