The remaining Excess Spoil will be utilized to achieve the post- <br />mining contours shown on Map 19. Detailed geotechnical <br />investigations were completed for both the West Pit Fill and the <br />Section 16 Fill by CTL/Thompson, Inc. Reports of the investiga- <br />tions are found in Exhibit 19. Construction plans for the fills, <br />addressing the requirements of Rule 4.09 Disposal of Excess Spoil, <br />can also be found in Exhibit 19. <br />The topography following mining and reclamation activities is shown <br />on the Post-mining Topography Map (Map 19): cross sections <br />relating to the pre-mining topography with the post-mining <br />topography are found as Pre-mining and Post-mining Cross Sections <br />Map (Map 20). <br />In the initial permit application, Map 30, Experimental Practice <br />Design, showed the proposed Streeter fill design. In the current <br />application, the title of Map 30 has been changed to Streeter Fill <br />Design and As Built, to reflect termination of the Experimental <br />Practice designation, and provide an as built drawing of the <br />constructed fill. As shown on Map 30, only minor insignificant <br />differences exist between the design and the as built. The primary <br />difference, which increases stability, is the change in the top <br />elevation of the dump from 7300 feet elevation to 7200 feet <br />.elevation. <br />Coal Handling Structures <br />Map No. 1 - Surface Ownership shows pre-mining contours and Map 19A <br />- Postmining Topography Gossard Area shows post-mining contours of <br />the loadout. All facilities not to be included as part of the <br />post-mining land use will be removed (see Section 2.05.5). After <br />the facilities are removed, the land will be regraded to blend with <br />the existing undisturbed topography, retopsoiled and revegetated in <br />accordance with Section 2.05.4. <br />The detailed description of the various coal crushing, handling and <br />loadout facilities for the Colowyo operation is found under the <br />Mine Facilities Section in 2.05.3.
