These <br />blasting records, along with monthly pit records(hardcopy and electronic <br />copy) can be used to compile all of the information necessary to re- <br />create the blast and contain the data necessary to comply with Rule <br />4.08.5. <br />Pre-Blasting Survey <br />Pre-blasting surveys and assessments of surface structures or other <br />structures will be conducted upon request by residents or owners of <br />dwellings located within one-half mile of the Permit Area. A written <br />report of the pre-blasting survey will be promptly provided to the <br />persons requesting the survey and to the Division. For properties owned <br />by Colowyo, a pre-blast survey will not be necessary. In a report dated <br />February 19, 1991 Colowyo initiated and reported on a Building Condition <br />Inspection of the Durham Ranch. Although the Durham ranch was located <br />further than one-half mile from the Permit Boundary at that time <br />(approximately 4200 feet) the inspection was nevertheless completed. The <br />Durham Ranch residents were also presented with a copy of the report. On <br />May 20, 1997 an additional copy of the report was presented to the <br />Durhams and also a copy forwarded to the Division. A copy of the May 20, <br />1997 letter can be found in Exhibit 14 - Seismograph Measurements. <br />Public Notice of Blasting Schedule <br />Colowyo will republish a blasting schedule similar to the one set forth <br />in Figure 1, Publication of Blasting Schedule, in the local newspaper <br />• published in Craig, Colorado. The schedule will be republished at least <br />every 12 months. Before blasting in areas or at times not described in <br />the published blasting schedule, a revised schedule will be promptly <br />mailed to residents or owners of dwellings or persons who might regularly <br />work within one-half mile of the area affected by blasting activities. <br />Colowyo will conduct blasting at times identified in the blasting <br />schedule (Figure 1), except in those unavoidable, hazardous situations <br />where public or mine safety is involved. Unavoidable hazardous <br />situations are seen to exist if safety requires the following: <br />(1) Destruction of damaged or deteriorated explosives or <br />detonators in a safe manner; <br />(2) Disposal of misfires and/or undetonated explosives; <br />(3) Firing of charged holes as soon as practical after cessation <br />of static electricity or stray conditions where electric <br />detonators are used; and <br />(4) Firing of charged holes when weather or other <br />conditions indicate the existence of a safety hazard is <br />imminent. <br />General Blasting Procedures <br />Colowyo gives warning and all-clear signals of different character that <br />are audible within a range of one-half mile from the point of the blast. <br />Persons working within the permit area and each person who resides or <br />2. o s- 2 9 Fiwrbn lea i 4~ •~ 9 1~ <br />Redebn No. ~' R- `14 <br />
