The purpo~:e of the reclamation <br />plan itself is to prepare th-: mined i.and pcr:nit area for a useful and needed <br />post mining land use. <br />Original Land Use <br />Old time residents and historical records (reviewed at the Durango <br />Public Librazy) describe *_he original Land of the Hay Gulch area which includes <br />the Blue Flame Coal Mine site as open rangeland used exclusively for yrazing <br />cattle or livestocl- and as a habitat for animals and plants native to Southwest <br />Colorado. During the late eighteen hundreds, the Hay Gulch areas was dis- <br />covered to hold large quantities of bituminous coal. Numerous small family <br />mines prospered in this area until natural gas and oil began replacing coal as <br />the primary fuel during the late nineteen thirties. Nevertheless, coal <br />1 continued to be mined in Hay Gulch for local, domestic needs up to the present <br />• -.J time. Only in recent years have some of the family-operated mines come under <br />thu control of independent coal companies. i;1ue Plame Coal Mine was first <br />worked by Vernon Carton in the c::rly ]940'x. Inc mined the majority of the coal <br />that has been extracted and in ]960 and 79u1 leased the mine to the present <br />owner, Fidel Lobs to. htr. Lobato bought the mine ~n ]562 and worked it in the <br />•..inters until appro:cimutely eight years ago whin he began e:;tracting only <br />enough coal for his o~.~n use. <br />Air emissions permit - see 2.03.10. <br />Blue Flame Coal P-line submits a revised copy of the P.eclamation f4ap, <br />pursuant to Rule 2.?5.5(2)(c). Phis map had been prepared to the standards of <br />2.10 and has been certified by the proper engineers. <br />•J <br />
